A good paid submission campaign will be selective, and involve a relatively small number of sites submitted to. SEM services who offer submission to thousands of sites on a monthly basis for a flat fee should be avoided, as they do very little good for your site's visibility, and generally do NOT include submission to any of the important directory sites.
